Can a business that is a sole proprietorship with one or more employees, apply for a COJG grant?

For example,
An individual owns a printing company and wants to apply for funding to train him/herself plus their one or more employees on a new product from a specific product vendor.

The owner of the business would not be eligible to participate in training The sole proprietorship may be eligible to apply for a COJG as an “employer” and the employees may be eligible to participate in training through COJG.
